The Thunder Badge (オレンジバッジ Orange Badge) is given out at the Vermilion City Gym, held by the Gym Leader, Lt. Surge.
Abilities: The Thunder Badge allows for the HM Fly to be used outside of battle. Additionally, it will raise the speed stat of the player’s Pokémon.

Electric-type gym leader in Vermillion City. 3rd gym leader you will battle who specializes in electric-type Pokemon. Uses Voltorb (Level 21), Pikachu (Level 18), and Raichu (Level 24). Defeat him and he’ll give you TM34 (Thunderbolt). Recommend using a ground-type (Geodude, Graveler, and/or Onix)
